I just signed up my church in Hillsborough for Portbridge DSL.
$44.95/month, no contract, no install fees. I dunno if its available
for you, but I found them to be very easy to work with. The DSL modem
was incorrectly configured to deal with our network setup and their tech
support person stayed on a phone call with me well after their "close"
time to help me get it reconfigured and working right. Our users are
church are very pleased to have 'net access.

When I called Time Warner about net access for my church they
immediately punted me to their business class sales people and only
offered $99/month, plus having to pay for cable to be run to our
property. :-(
