Not that I'm a Bush fan, but Kyoto doesn't include China and India, and his proposal, as late as it is, does.

I was enjoying a nice orange ozone day in the Charlotte air when I
heard on the morning news that President Bush had proposed a CO2
reduction program. When I heard this I thought, why doesn't the US
just sign the Kyoto Treaty? Ergo, my question to well informed INW-
land, is what are the major differences between what Bush proposed
and the Kyoto Treaty ?

I'm not well-informed, but I'd say that Bush signing the Kyoto treaty at
this point would just highlight how much of a wrong-headed jackass he's
been about it all along. So now he comes out with his own program and
gets try to to claim he's for the environment.
