ibiblio.org is whitelisted. Therefore the above is probably the
SpamAssassin error:

http://bugzilla.spamassassin.org/show_bug.cgi?id=3997

Upgrading to a newer SpamAssassin will fix that, though 3.1 may
not be released yet.

Due to this bug, before reporting FPs, it's best to use the
lookup page:

http://www.rulesemporium.com/cgi-bin/uribl.cgi

to see if a record is actually on the list.
