Unlicensed locksmithery is only a class 3 misdemeanor (GS § 74F-3), but even that doesn't apply to
A property owner, or the owner's employee, when providing locksmith services on the property owner's property, so long as the owner or employee does not represent
himself or herself as a locksmith.
GS § 74F-16 (5)
It's also not a crime to possess a picklock as long as you have a reasonable excuse (GS § 14-55) - otherwise, it is a class I felony. Opening your own filing cabinet is pretty reasonable, as long as it doesn't have a sign on the door saying "Beware of the Leopard"
