You'll need a few things: capture hardware, some means of compression (h/w or s/w), storage, perhaps editing s/w, and burning h/w and s/w.

Plextor has moved into the market for capture devices. No direct experience, but their CD/DVD drives are first rate. I believe some of theirs do signal digitization plus on-the-fly compression to DiVX or MPEG, which would save lots of CPU cycles and HDD space. Many of these devices are going to come with bundled capture/edit software, which might or might not be usable for your purposes.
