There's a story about it on wral.com:

http://www.wral.com/news/2751559/detail.html

DURHAM, N.C. -- A Duke Power equipment failure has caused outages all
over the Durham area.

Lights are out at several intersections along South Miami Boulevard,
East Cornwallis Road and Davis Drive.

Officials said the outages are affecting homes, businesses and traffic
lights. At one point, more than 3,000 outages had been reported, but as
of 5:15 p.m. Thursday, the number has decreased to 500 outages.

Officials said they expect to have power fully restored to the affected
areas by later Thursday evening.

According to the announcment they made on the intercom it was a
untility truck that accidently knocked down a pole.

Someone else said they were looking at 630/7pm to get power back.
