The cell phone companies already DO know where you go. They track your phone as it progresses from tower to tower. Even when your phone is not being used.

As for E-911, the GPS-locator service is only available locally in Johnston County, and even there I'm not sure the extent to which its being used.

As for Bloomberg's idea, it's redundant. Cell phone companies constantly survey their service areas, measuring signal levels.
