This program is basically a way of federally subsidizing terrorism; if you're a terrorist, you know who your targets are, and when they're going to be hit. This sounds like a good opportunity for a web service. The terrorist would sign up to have an automated service buy up lots of shares automatically at a pre-determined day and time. That way if the terrorist is, umhh, "busy" at the time the shares will still be purchased.
