I found this website about Brussels sprouts, and I might have solved my problem. I knew to pull off the leaves as the baby sprouts appeared, but no one ever told me to cut off the top of the plant!

I'm chopping those suckers the first thing in the morning!
The page also states that I should start the seeds in May for July transplant and I have always seeded in early July and transplanted in late August. I simply cannot wait to try this again! I am going to start some 9-packs tomorrow!
