Virginia and many other states depend on cash flow to operate. I know for a fact that Virginia does not even keep track of accounts receivable. Their accounting practices are a mess.
An acquaintance once complained that he was having some issues with bouncing checks. I asked him if he ever balanced his check book and was aware of how much money was in his account when he wrote the check. He said that there was always so much money flowing in and out that he never had to. Too many businesses, government agencies, and unfortunately even individuals are so used to living on cash flow that having to take inventory of their real worth is going to be a real eye-opener.

The coming economic hardship will hit us all - one way or another. I've been
a foster care provider to a live-in client since June 06, below is what I
just received. We had received a .25 per hour raise effective fiscal year
'09 (July 1), the State giveth and the State taketh away. Lisa

Just FYI and to be aware that there is some talk of potential rate cuts due
to budget issues and the economic problems that Virginia is experiencing.
Jennifer Fidura is saying that we "should prepare for rate cuts and be
delighted if they do not happen".
I hope to be delighted, but only time will tell – it is best to begin to
prepare.

There was no "good" news this week on the budget -- though things may settle
a bit on the national level with the passage of the "bailout" bill by the
Senate last night and the House today, all of the indicators for the Market
today are down. Virginia is also not fairing well and we expect the
announcements soon on the cuts to the agency budgets. A group of Senators
and Delegates who spoke yesterday at the VACSB Meeting all indicated that
the cuts would or should come from all areas and that no specific categories
should be "taken off the table." While this does not mean that all items
will be cut equally, we should prepare for rate cuts and be delighted if
they do not happen!
