In my fantasy world, incumbents keep getting voted out of a second term, UNLESS they provide extraordinary service to their constituents.

Further fantasy: after a few decades of single-term service, the condition becomes a norm and politics attracts higher caliber candidates. Candidates start trying to get that second term by being very attentive to the voters and working very hard and refusing to be bought off by big money.

The Ross Perot story is instructive.

Again, that was before the internet became ubiquitious.

The Internet will help. Ron Paul and Barack Obama have proved that.

My point missed about Perot is that he was not passionate enough about helping America. He tried, then he quit, then he tried. A formula of insincerity.
