Water has become a commodity traded on the market. Farmers in the San Joaquin Valley have been selling their water allotments to cities for quite awhile. Some of them also buy water. Nothing inherently wrong with the practice until the source of the water and the means of moving it and how that is and was financed are considered.
American entrepreneurs may one day devise a way to sell air. Air quality is tradable. Think carbon offsets.
