I agree with Andrew- GDD, CHU (corn heat units) and other systems work almost all the time.
I agree with Kate Phenology- using nature's cycles as they happen will work almost all the time. (such as when the forsythia blooms.)
I disagree with Andrew - frost free dates work most of the time if you fudge on the safe side by 10 days.
I disagree with Kate- rings around the moon, woolly caterpillars, leaving eggs out for the brownies don't work but are seen to because the practitioners are predisposed to believe so.
Let's not forget that spraying water that has been infused by a chunk of silica by the light of the moon to harness good energy will work for the biodynamcist.
 
 
What does work, all the time, every time, for everybody, is to pay attention to what is happening around you. If you do a daily check in your gardens, your customers flowerbeds, the growers' hoophouses you will see problems and opportunities as they arise and be able to respond.
