Privet is a very common hedging plant in New England and I've seen it volunteering in minimally maintained spots.  It should be sheared at least three times perseason in New England and renewed every five years or so.  It can be renewed very easily by cutting to a couple of inches high in spring.  If the property owner is lucky there will be temperatures low enough to kill back the top and make the pruning easier.  That happened to my family half a century ago and then we had a traffic barrier 18 inches high and it was easy to shear to knee height.  A short hedge also has a chance of being covered by snow for winter protection.
