Mike,
mostly of the problems with characters conversion came from the fact
that mostly of the people do not understand them and then when something
odd happen they just start complaining. Mostly of them put some binary data
to the database and expect they come out the same way!

Technically speaking there are also some problems with some API/Protocols.
For instance before SQL 2000 protocol does not support any details on
columns so you should consider server settings. I never find any way to
discover character encoding in ODBC.
