Try this ODBC.INI:
[NSSQL]
Description = NS-DeptSQL
Driver = TDS
Trace = Yes
TraceFile = /tmp/odbc.trace
Database = NSDEPT-Access
Server = 10.49.25.24
Port = 1433
TDS_Version = 8.0
And forget about freetds.conf.

I am having a problem getting unixODBC/FreeTDS to work.. I am getting
the error:
[S1000][unixODBC][FreeTDS][SQL Server]Unable to connect to data source.
Based on all the messages I've reviewed that google came up with, I
believe I have everything configured correctly, but I may have missed
something.
Here's the contents of my config files:
Odbc.ini:
[NSSQL]
Description = NS-DeptSQL
Driver = TDS
Trace = Yes
TraceFile = /tmp/odbc.trace
Database = NSDEPT-Access
Server = NSSQL
Port = 1433
