FreeTDS knows nothing of time zones or the zoneinfo files. It gets the
local time from the OS for logging and timeout purposes. The intention is
that even if your query timeout crosses a localtime change boundary or the
admin resets the clock, the timeout will continue to work as intended by
the application.
