Only use --enable-msdblib if you have an application you are linking to that
uses dbdatecrack() (PHP with the mssql extension is such an application),
but it is undesirable to use it otherwise.
The switch has no revelence to the ODBC API. So if you are compiling PHP
with the mssql extension (in addition to ODBC, whatever), use it, otherwise
don't.
