The question behind your question is, "How does tool X convert the
[small]money datatype to a character string?" Answer: it's up to the
tool. tsql doesn't emulate Microsoft's Query Analyzer.
Try your query with Microsoft's isql.exe, btw. Behold the difference!

tsql presents money according to T-SQL's default money-to-string
conversion format. You could try this to prove it:
1> select cast(cast(1 as money) as char(10)), cast(cast(1 as smallmoney)
as char(10))
2> go
---------- ----------
1.00 1.00
