well, i just changed it to use tds 4.2 instead of tds 7.0, and now the
characters work ok. am i sacrificing anything by doing this?

Try changing your client charset setting in freetds.conf to
windows-1252.
iso-8859-1 doesn't contain the "smart quotes."

Alternatively, try enabling freetds' own logging facilities. I'm sure
you'll find it more useful.
