Summary: implement :r for tsql

Initial Comment:
It is convenient when testing queries to be able to suck in external files.
Toward that end the patch here implements the :r option for tsql in
accordance with the Sybase isql documentation. Basically, you'd do something
like this to avoid retyping the contents of myquery.sql whenever you want to
run it:

> :r myquery.sql
> go

In principle the -i command-line switch could be implemented using the same
infrastructure as :r, but it might make more sense to just do freopen on
stdin.

Thanks for the patch, Craig. I decided you're right: even
if tsql is intended to be a simple diagnostic tool (and not
replacement for isql), the ability to read in a file is handy.
