I would imagine that MS Windows based drivers would be expected to use the local settings provided by Windows but I am not sure what could be done on other platforms. So I would like to suggest that it be consistent with other Open Source drivers such as MySQL and/or PostgreSQL drivers.
You could also try posting to unixODBC-dev or freeodbc mailing lists to see what others think.
