On the sql server your user has a 'default database' set. If one is not
set then you are put in the master database and must 'use' the desired
database, so in answer to your question the problem is in the user set up
on the SQL Server, not freetds, dbd::sybase, or dbi.
look at the stored procedure sp_defaultdb to set it
