Mystery solved. Here is the background, I jar'rd up the files and put them
on the Webserver that contains the SQLServer
database. Internet Explorer blew up as expected "SQLException..." Netscape
ran fine. After doing some more digging,
I found a FileDialog instance hanging around and as soon as I removed it
everything came up and worked everywhere.
So it seems that the later versions of appletviewer works more like IE or
vise versa. And that Netscape and Symantec Cafe (3.0) works like each
other. Also the problem was not a connection to a different server than
were the applet came from ( the usual case ) but a request for local
services of the desktop.

Matthew,
I'm aware of the signing issues and having applets deploy and talk through
other servers. I did not beleive that there was any problem with
appletviewer from the standard JDK. The appletviewer does not use the
security manager functions as does Netscape and IE. Also This program works
as an applet if I run it from Sysmantec cafe as an applet. In all situatios
so far I am running the applet locally and pointing it
to a Server that will have the SQL SERver database on it. Thank you for your
reply. -Mark

Are your database and webservers are different machines? If so read a good
book about
applets.
