Hi, David: I hope you can move ahead on this project.

Design a standalone machine. One that accepts ballot info, and prints
out ballot. Total count is reported. Any changes to data fields is
reported with timestamp.

Workers can print reports, and enter info onto internet site at the end
of election day.

Audit trail simply timestamps key.

To prevent over-voting and under-voting, use session id.

It's the standalone machine concept, along with Open Source code that
enables Linux Users' Groups, and others to ensure all polling sites can
get set up and go through learning curve.
