THE CUT MANTRA


Conservatives who repeat the "cut, cut, cut" mantra want to see both
taxes and services cut, no matter the consequence. The success (or at
least the volume) of that mantra has dominated the budget process in the
General Assembly this session.

Advocates are trying desperately to keep the state Senate from cutting
millions of dollars from vital social-service programs as part of its
budget, which will be released soon.

There's still talk of a corporate tax cut, too. Those who favor such a
cut believe that business would certainly prosper if only the yoke of
oppressive taxation were removed.

The facts don't support that idea. Between 1996 and 2000, eight states
(including North Carolina) cut their corporate income tax rates. Yet of
those eight states, seven have experienced net job losses over the past
three years, and seven have higher unemployment rates.

Tax cuts for the wealthy don't do anything but make the rich a whole lot
richer. That shouldn't be a motivator for any state legislators.
