A grassroots mesh-based system can be robust but not reliable enough for
first responders. Of course, after the Katrina mess (where
police/fire/etc. systems in NOLA were trashed and cellphones were
offline), robustness might be in the eye of the beholder.

My thinking is we use WiMAX to ensure quality service to first responders
and to feed the mesh. We can easily co-exist with the mesh.
