All, I’m so sorry to miss the rescheduled meeting on Tuesday and fully understand the urgency of its timing. I share Jeff’s concerns completely as follows: Old Chicago Pizza: From my experience attending events in the plaza, for Old Chicago to expand much beyond the overhang would severely limit the plaza’s civic function.,
especially with the fireplace. I would vote for one layer of tables beyond the overhang, at most; very doubtfully beyond that. I attended a swing band/dance event last month that I would say was lightly attended (i.e. not at all nearing the capacity that
Chapel Hill could expect with fully inhabited 140 and 123 West tenants) and that open space was critical. Hard to imagine a fireplace as positioned. (And yes, the sculpture does need attention to water flow and child control, although the kids love it and
could care less. It’s totally joyful.) I wonder if there is a way to reposition seating and fireplace in more “intimate” space on Rosemary to connect with the street and adjoining businesses? I’m troubled by Old Chicago’s turning its back on Rosemary Street and even Church Street. Rosemary development is a huge priority for the town and I hate to see
that prominent corner being totally “dark.” Clearly, the original intent of the design of 140 West was to have a store front on that corner of Rosemary based on the building. I hope Chapel Hill can do better.
Also, if I may weigh in on the strategic plan: It is really well done and I applaud the ambition, recognizing that objective 6 is essential to success while being
less fleshed out – look forward to working on that one. Might I suggest that we consider a more ambitious vision statement? I would like CH to be more than a “well-known art destination…” --perhaps the best, or the
preferred, or the most important!…..Since this is a vision (meaning 20 – 25 years out )– let’s go for it!

On Behalf Of Steve Wright Dear CHPAC, Attached are plans for the Old Chicago Pizza restaurant that will open at 140 West. These plans will be reviewed by the Community Design Commission the day after our CHPAC meeting. Our meeting was moved to Tuesday so that the CHPAC may
review this action item and vote on recommendations to submit to the CDC concerning these plans. Jeff asked me to point out three issues: 1.
The restaurant layout presented in these plans does not activate the Rosemary Street plaza. There is no customer entry to that plaza, nor is outdoor seating planned for that plaza. 2.
The restaurant’s outdoor seating and permanent outdoor fireplace appear to encroach into the public space of the main plaza. The outdoor seating area allotted the restaurant was previously understood to be delineated by the building’s
columns (black outlined squares) and a grey “dashed screened line indicat[ing] separation of private & public spaces”. 3.
The restaurant’s north windows facing Rosemary Street and the Northside Neighborhood are planned to be “blacked-out” by vinyl decals depicting some kind of machinery and/or industrial infrastructure. The nature of the proposed imagery
and the “blacking-out” of windows facing the street and neighborhood may conflict with the recommendations of the 2007 Lot 5 Master Plan (that site artwork align with one/all of three concepts: Water, Light, and Street) and the 2007 Lot 5 Peer Review (e.g,
“the building on the comer of Church and Rosemary needs to speak to Rosemary Street and the history of the surrounding Northside neighborhood”). “Lot 5” was the original name for the 140 West site.

Hi Jeff. Please see the attached for the graphics proposed in the windows at Old Chicago. I understand the northwest corner is where the bathrooms are and kitchen on north wall. At the Community Design Commission
will be reviewing the elevations but at this point, I don’t know that we want them to review the window graphics. Let me know if you need additional information. Kay
