Dear Board and Commission Members,

In case you missed it, last evening the Town Manager presented to the Town Council a plan for revamping how the Town develops its operating and capital budgets.  I have attached a copy of his PowerPoint presentation for your review.  There are a couple of  keys points that I want you to be familiar with.  The first is that a priority budgeting process focuses on the actual services being provided rather than the departments that are providing them.  It is this “program based” approach that will involve community input and decision making that will determine how services are provided within the Town.  The second key point is that the 20/20 Comprehensive Plan will be very important in this process.  Hearing from the citizenry on what services they  have as their top priority will be a key determining factor on how the budget is developed.  Things that we can do as a Town to improve the quality of life, provide for the arts, recreation,  environmental stewardship, quality landscapes, combatting juvenile delinquency, encouraging healthy, active  lifestyles, providing specialized/inclusionary services for those with disabilities and encouraging/building self-esteem and good citizenship in our youth should be part of the discussion  and development of the 20/20 Comprehensive Plan. This will only happen if those in the community who value these services come forward and express their views at the various meetings to discuss the 20/20 plan.  I encourage each of you to be heard.  I encourage each of you to talk to your friends and neighbors and get them involved in the process. 

 

We are continuing to develop our departmental  parks and recreation master plan and update of the greenways master plan.  However, this planning effort is facility driven.  It is more about what we have, what we need to do to repair, renovate and refurbish along with what we will need in terms of parks, greenways and facilities in the future.  It does not address the programming aspect of the services provided by the Town.  It is this programming aspect that will drive future budget deliberations.    You can find out more about the 20/20 plan at www.townofchapelhill.org/2020The next opportunity for public involvement will be the Community Open House scheduled for October 22nd from 11:00am – 3:00pm at Universtiy Mall.  I hope to see you there.
