523 E. Franklin St."What Do You See for 523?" a public input meeting on future uses of the community center at 523 E. Franklin St., will be held on site at the building from 5:30 to 7 p.m. Tuesday, Dec. 7.

Also on Tuesday, an open house will be held from 1 to 5 p.m. The public is encouraged to attend either session, tour the building, provide suggestions and get involved. Cookies and cider will be served during the open house, and participants are invited to write comments on a wall dedicated to gathering ideas on the topic.

Spearheading the public participation process is the Town of Chapel Hill Parks and Recreation Department, Chapel Hill and Orange County Visitors Center, Public Arts Commission and the Parks and Recreation Commission. Numerous opportunities to provide input are being planned, including an online survey and suggestion drop-boxes.

523 E. Franklin St. FACT SHEET

Background 

Chapel Hill architect Don Stewart originally designed the building at 523 E. Franklin St. to house the Chapel Hill Public Library, which occupied it from 1966-1994. Architectural historian Ruth M. Little noted of Stewart that he "brought the Midwestern organic architectural ideal of Frank Lloyd Wright to Chapel Hill." A 2007 easement agreement between the Town of Chapel Hill and Preservation North Carolina ensures that the building will not be demolished or the exterior altered so as to diminish its architectural significance.

Between 1996 and 2010, the building housed various community organizations. In 2010 the Town of Chapel Hill resumed responsibility for the programming, management, and maintenance of the building. The Chapel Hill Historical Society, which has occupied since 1998, will continue to occupy space on the lower level. The space, which the Historical Society renovated at its own expense, is an office/library available for research by appointment.

Floor Plan

Main Floor - approximately 7,000 sq. ft.
Lower Floor - approximately 6,500 sq. ft.
Maximum Capacity - 150 persons (Fire Department determination)

Potential Public Areas for Use

Main Floor East: Appx. 3,800 sq. ft.; limited lighting; a few movable walls, pedestals and platforms are available. Available for programming after July 1, 2011.

Main Floor West: Appx. 1,650 sq. ft.; limited lighting; chairs and tables may be available upon request. Available for programming after December 1, 2010.

Lower Level Room: Appx. 530 sq. ft.; seats 60; chairs and tables available, pull down screen and lectern available. Available for programming after December 1, 2010.

Outdoor: Entry Terrace: Appx. 500 sq. ft. for receptions; Lawn: for outdoor activities or sculpture. Available for programming after December 1, 2010.

Furniture and AV Equipment
Currently only the Lower Meeting Room is furnished with chairs; there is no AV equipment. The building is not equipped for cable or wireless internet access.

Food Service Capacity
A non-catering kitchen is available for use with a refrigerator, sink and counter, but no stove. No utensils, appliances or cooking equipment are available; users must bring their own. Trash cans and recycle bins are provided.

Parking
33 on-site spaces available including 1 designated handicapped parking space; 50 off-site spaces at Horace Williams House ½ block away available only by advanced permission.

Accessibility
The two-level building does not meet ADA accessibility requirements. Both levels are accessible via exterior entrances. There is no elevator between the two floors of the building; interior levels are accessible only via stairs. There are men's and women's restrooms on each level; however, the restrooms do not meet ADA accessibility requirements.

Staff support
Operating hours have not yet been determined.

Policies and Fees
The above rooms are available when not in use by Town activities or other scheduled meeting or activities. Rooms may be made available to non-profit community organizations during open hours at no charge. Charges for individuals or for-profit organizations will be in accordance with the Parks & Recreation Facility Use and Fee Policy.
