Hi all:
Creative Commons will sign onto the Global Congress Declaration on Fundamental Public Interest Principles for International Intellectual Property Negotiations.

Here's a short summary of some of the main points of the statement. Countries should support a positive agenda to reform user rights by:
- increasing transparency and participation in negotiating process for treaties and agreements that effect the public;
- ensuring that IP rights are implemented in ways that supports social and economic welfare;
- ensuring that countries have flexibility in defining limitations and exceptions to copyright;
- ensuring that countries have flexibility in IP to protect public health and support access to medicines;
- ensuring that countries may implement exhaustion (first sale principles) for IP;
- ensuring that enforcement and penalties for IP are proportional to infringement;
- ensuring that countries be able to set enforcement priorities that benefit the public good;
- ensuring that countries should be able to prohibit ISPs from monitoring communications of users;
- in general ensuring that IP agreements are in line with international and human rights laws.
