Dear Joan and everyone there I am the Project Lead for CC Licences in
Tanzania for quite sometimes now and I am glad to have learned from Joan what
they are doing on their side.I comment them for the job well done despite the
obstacles which all of us face from time to time in particular when starting
which is seemingly new to our jurisdictions but very crucial for knowledge
sharing.
Let us keep this line of communication open by sharing our experiences and
learning from each other.

Hello everyone,


My name is Joan Razafimaharo from Madagascar and I have started to 
promote the use of CC Licences inside the Malagasy artistic and 
virtual communities since 2008. I have been an active blogger (in 
French, Malagasy and English) since 2006 and have noticed the 
importance of raising awareness around copyrights licencing in "young" 
internet communities but most of all to bring attention to the need of 
sharing in order to promote our culture/works more efficiently.
I did my best to document the little steps I have made on my blog

) but, as predicted, I have met loads of obstacles. Even though I 
received great support from the very shy but influential local open-
source developers communities, I had trouble "connecting" with 
institutions and still haven't found a fitting parternship with an 
amical institution (schools, research centers,...). Despite multiple 
heated debates held with law school students and multiple governement 
representatives who most of the time chose to ignore us, I still have 
high hopes in reuniting a group of people who can start the job in the 
time being.
Some students have shown interest earlier this year in introducing CC 
Licences to their peers at ICM - Institut Catholique de Madagascar

  what was well-received by teachers and board of directors of this 
renowned school. We send a request to meet them,  haven't received a 
response yet but it's ok as we need to take more time building our 
knowledge of CC Licences and spreading awareness. We have a word for 
this way of doing things in Madagascar which is "Moramora" (translated 
by "slowslow") and even if most of the time I get frustrated with it, 
I am still very convinced about the necessity to start a project of 
this type for our community.
Thank you to Michelle and Aurelia for their support and understanding 
during this very long process, I will do my best to share and learn 
from everyone involved in CC Licences in Africa.

Mon nom est Joan Razafimaharo de Madagascar et j'ai débuté la 
promotion de l'usage des Licences CC dans le milieu artistique et 
virtuel de Madagascar depuis 2008. Étant une blogger active dans les 
trois langues (anglais français malgache) depuis 2006, j'ai très tôt 
compris l'urgence de sensibiliser les "jeunes" communautés autour de 
l'usage des droits d 'auteur mais surtout la nécessité de partager 
afin de faciliter leur travail.
J'ai fait de mon mieux pour documenter mes étapes sur mon blog

  mais comme prévu j'ai dû rencontrer beaucoup d'obstacles. Même si la 
communauté des programmeurs open-source qui est très solidaire et 
puissante m'a beaucoup aidée, j'ai encore beaucoup de mal à me 
"connecter"  à une institution qui puisse travailler en partenariat et 
débuter le travail. Il y a eu plusieurs débats colorés dans les 
milieux universitaires ainsi que des responsables politiques qui 
préféraient ignorer le sujet mais petit à petit un noyau dur commence 
à se former.
Des étudiants ont d'ailleurs présenter le dossier à leur école et des 
professeurs ainsi que le comité de direction de la prestigieuse 
Institut Catholique de Madagascar semblent vouloir donner suite à nos 
requêtes. Cela prendra beaucoup de temps et de patience, la vie à la 
"Moramora" comme on dit chez nous, mais je suis encore très motivée 
pour poursuivre la sensibilisation car je suis convaincue qu'on a plus 
que jamais besoin de commencer un projet de cette envergure.
