Damian-

Do look at the online licence - Click-Use Licence - that we introduced
in April 2001 to streamline systems and move away from legalistic
language and empower the user rather than restrict:
http://www.hmso.gov.uk/copyright/licences/click-use-home.htm
We do not differentiate between re-use for commercial or non-commercial
use for core licences so that is a basic difference. however, the scope
and language were informed by a cricial partnership with a User Group of
represenatative interests from the information community, IP specialists
and users - in some ways the precursor of the Advisory Panel, some of
whose members you met.

The Licence also has Plain English accreditation.
