There doesn't have to be a single standard.
The global economy doesn't need DRM. Rather, individual corporations want it, and they are already using it and are free to come up with whatever standards they want. They could even join together and come up with industry standards.
But many people believe that DRM is not in the spirit of the open web, and so should not be part of the HTML specifications.
