link[@rel="meta"] is well established and deployed for many uses besides CC, and works great if you can accomodate metadata in a separate file, see http://wikitravel for example.
I don't think it's ever been discussed here, but I notice that Wikitravel uses link[@rel="copyright"] in the manner I think you want. Hmm.
What was discussed here nearly a year ago is using a dc.rights meta tag, see <https://lists.ibiblio.org/sympa/arc/cc-metadata/2003-December/000245.html>.
I'm not sure offhand whether any software (e.g., creativecommons nutch plugin, mozcc, ccvalidator, cclookup) actually pay attention to a copyright rel or dc.rights meta tag. I'm planning to document such at http://wiki.creativecommons.org/wiki/Developer in the fullness of time, but if someone wants to investigate and jump in...
