If contributers own their content and can pick
whatever license they want for their works,

Which means the most common denominator is CC-BY.
If people contribute something CC-BY, your content
will play nicely with it. If they submit something
that's CC-NC-ND, your content can switch to CC-NC-ND-BY
and everyone's happy.

This means you'd have to be interested in licensing
your content CC-BY.

You may be interested in making money off of your
website, and prohibiting others from doing the same
from your content, which means that you may want
to license your site CC-NC-something. But then if
all your contributers use CC-NC-something, that means
that YOU don't have the rights to use THEIR work commercially.

Which becomes more a "business model does not meet reality" issue.

You might be putting a lot of your own content into your
website, in which case you may (or may not) want to protect
the community that contributes to it by using a copyleft
license such as CC-SA-something.

But CC-SA becomes incompatible with CC-NC-ND or something like that.

I'd say that if you want your content to be as completely
license-compatible with everyone's content, use CC-BY.
