Holy smokes...  that wasn't clear.  Argh, the inquiry is:

"Is it possible for somebody to grant me a by-nd license, while he/she grants everybody else a by-nc-nd license, for the same image?"

Thanks to all for responding to my original inquiry.

I suppose in the last couple days I've learned more about CC, and my question has changed a bit.  What I should have asked is, "Is it possible for somebody to grant me a by-nd license, while granting everybody else a by-nc-nd license, for the same image?"

Any help appreciated.  Hope I didn't cause too much ruckus.

There wouldn't be any web integration to speak of.  Put the above
arrangement in your website terms of service and display the by-nc-sa
notice on public pages.

I think that merely downsampling is considered transcoding, not
derivative, but IANAL.
