Does the owner of the website have the right to make money off the content (through ad revenue, for example), or is the website itself a "user" and subject to the non-commercial portion of the license that the user contributed the content under?
The website itself is a licensee and is subject to the NC part of the license (as well as the other stuff). The website owner may want to put some sort of additional grant of license for themselves into the Terms of Use (or whatever); if the works have already been created, the website owner will have to ask for permission from all the users.
Note that the changes from 2.0 to 2.5 license don't affect this.
My inexpert opinion.
