IMO development methodology is entirely secondary to freedoms granted by open source software, especially given that in practice open source software development methodologies run the gamut, from the prototypical cathederal to bazaar and more.

Also note that any CC license containing the NonCommercial or NoDerivatives clauses are plainly not open source. (There are relatively minor debating points on the others, none of which have been certified by OSI. Evan wrote a summary for Debian awhile back.)
