I’m also a bit weary of the fact that he has a student account. If this is a student initiative, I don’t think it makes sense.
In general, I think that with Erasmus it’s safer to build consortia with partners one already knows.

Dear Ms Franck,
I am working at the La Sapienza Rome University to design an Erasmus+ Project in the field of OER. I am working on finding partners to implement a workplan on the realization of at least two OERs or MOOCS in collaboration with Universities and Private Companies specialized on Communication and in Neuromarketing. The aim would be to set a kind of rule about the best way to realize an effective OER or MOOCS for Open Education.
I think that your organization could be interested in taking part to the project
