But I didn't think there was a future tense in Hebrew?

yiqtol is, indeed, used as future indicative in many places. here,
however, i believe it is used as present continuous: although the
prophecy is about the future, the prophet's mourning is in the present.
or still better, as atemporal: it describes a situation without
altogether specifying a time frame.

all these nuances are imperfective.
