It appears to me that NE-XREP-ET is 'spurned'. It is possibly the XEREP of זבלון עם חרף נפשו למות "Zebulun is a people who risked their lives to the death", Judges 5:18, except that I would read: "Zebulun, a nation that flouted (spurned, ignored, disregarded) their soul to die."
