Dear Jonathan,

In general, you are correct, the final He is a locative suffix. Specifically,
"Negeb" is the southern desert area of Israel, and because of its southern
position, "negeb" is often used as just meaning "south" even when the speaker
is not positioned north of the Negeb. And so "negbah" could mean "to the
Negeb" or "southward". Which it is depends of course on the context.

First a disclaimer; I can't read Hebrew. I'm looking for confirmation of
the meaning of an annotation in my interlinear (I've replaced the Hebrew
text with the transliteration H, following this

guide).

* Joshua 10:40: něḡěḇ, noun, proper, land, singular, feminine, normal,
*definite with **H***
* Joshua 15:21: něḡbā(h), noun, proper, land, singular, feminine,
normal, definite *without* *H*, *locative* *H
*
Does this mean that H is being used as a kind of locative suffix? As I
understand it, the difference between these two passages is that one
refers to the specific geographical location known as the Negev, and one
refers more generally to the 'south'.
