Some standard advice that I've given for thirty years is:
1. Take the time to become fluent in modern Hebrew before the
doctoral program, or at least before it is completed.
2. Find a supervisor with whom your goals will be respected and
enhanced.
In Australia, I know that Matthew Anstey is keen on linguistics and
Functional Grammar, though I don't know if he is in a position to
supervise PhDs.
Christo vander Merwe, South Africa, has supervised several linguistically
oriented programs and has been flexible in terms of residency and
visits to S.A.
In any program outside of Israel, it is sometimes difficult to work in the
necessary time for developing modern Hebrew. However, no one that
I know who has followed this advice has regretted it in the least.
