   They exist now. Just consider Arabic as an example.
There is no reason to assume that they didn't exist
before. Consider Akkadian as an example.

  And take a look at the meter of Medieval Hebrew
  poetry.

I don't believe in short and long vowels. They don't
exist now, and  there is no reason for them to have
existed before. Prof. Blau seems  to have a lively
imagination.
