Dear Yitzhak,

So is it true that the foundational text for your assertions about the value
of shwa at the time of the LXX (completed 132BC) is a treatise written in the
10th century AD, over a thousand years later?

I think the time gap leaves some room for alternative explanations as to the
original pronunciation and meaning and origin of this reduced vowel.

On section 11 (p. 53 in the above, you can download the pdf), he writes about
the rules. Most of the book is in hebrew but some parts like section 12 are
in
Aramaic.

The most clearest section in the above:
סדר השווא ... וכאשר תהיה בראש התיבה בלא געיה תצא בפתחה קטנה ... ואם תצטרף עם
געיה בראש התיבה בפתחה גדולה ... אבל אם תצטרף עם אחד מן ארבעה אותיות אחה"ע יהיה
דרכה על דרך ניקוד האות השני שבתיבה
