Sorry. I mean the graphical vowel point system to represent the vocalization.
When did they start writing these points (other than the mater letters), who
first started to write these, where was this first done, etc.

Do you mean vocalization as a whole (a phonological feature of Hebrew)
or the graphical
vowel point system to represent vocalizations? I ask because you seem
to be asking
about the second, but I think your purpose might be to find out about the
first.
