Yes it certainly is. The "newness" that we wait for, is that there will be no more need for HaSatan to "tempt" mankind away from obedience to G-d, because we will be doing it naturally. There is no "new" Torah ever, since the Torah even pre-dated Creation. It is Eternal.

The notion of Messiah introducing a new Torah when He comes isn't
one that's foreign to Judaism.
