dear friends,
the problem of the hebrew verb was solved in principle 10 years ago in my
1995 dissertation. the missing elements have been supplied since then,
including morphological variation and especially the semantics of modal
coordination. see my papers directory on my site

responsible discourse analysis should be leveraged from such a syntax and
semantics, in my opinion... my approach has a topicalization function
built in for further investigation.
i am currently undertaking a revision based on these advances. the
theorectical work on modal coordination is also being prepared for
linguistic venues as well.
in the meantime, i take umbrage at the idea that only with cook (phd 2002)
and holmstedt (phd 2002) was the indicative/modal distinction correlated
directly with word order (!). in JSS 49.2 (2004) p. 265, n. 31, cook makes
this outrageous claim.
my thesis was *explicitly* that syntactic distinctions correlate with
modality under a head-movement analysis. i extended this correlation to
aramaic in my Vetus Testamentum note, 51.3 (2001): 381-385: "The
Syntactic Argument for the Waw-Consecutive in Old Aramaic".
in short, the priority is mine... it's not clear what they were thinking
at wisconsin-madison...
