Nope, not in one volume.  But there are many single-volume Torah editions with commentary.
Try Richard Elliot Friedman's Commentary on the Torah.
The Conservative movement recently published its Etz Hayyim.
The Reform movement has Plaut.
Hertz for many many years was the Orthodox standard.
In addition to the Hertz, Soncino publishes The Soncino Chumash edited by A. Cohen as part of its entire Bible series.
ArtScroll has the Stone Chumash, but I would never buy it, on ideological grounds.
